Maintaining the peace and security by regional arrangements in Africa (focusing on peace-keeping operations) Abstract The present thesis focuses on the issue of peace-keeping operations maintained by the regional and sub-regional organizations in Africa, namely African Union and ECOWAS. The main statement of the thesis is the following: The United Nations is unable to react effectively to threats to international peace and security, especially in cases of mass violations of human rights in intrastate conflicts, that have severe impact on particular region including refugee crisis or spreading the conflict to other states of the region. In the thesis, particular instruments of the above-mentioned international organizations, that create the framework for operations for maintaining peace and security in the region, are described. Attention is also paid to the relevant bodies of the African union and ECOWAS such as Peace and security council of the AU or African standby force. The thesis elaborates on problematic or controversial issues from international law perspective. In the first place, the concept of humanitarian intervention and related concept of responsibility to protect is underlined. Terrorism does not respect any geographic boundaries and terrorist organizations often operate in more than one country at the same time. Therefore, there is an effort of states to coordinate the fight against terrorism within international organizations. African states are no exception to it. Terrorist activity on the African continent has been increasing recently and even the largest regional organization in Africa, the African Union, has been devoted to counter-terrorism. The main topic of this Bachelor thesis is the Counter-terrorism strategy of the African Union. The main aim of this Bachelor thesis is to analyze the African Union Counter-terrorism strategy and provide the reader with possible solutions of its drawbacks.
The Role of the Genocide in Rwanda on the Development of the African Union

Genocide in Rwanda represents a significant historical milestone on global and regional level. The events in Rwanda in 1994 caused deaths of approximately one million people and showed that the international community's passivity towards ongoing genocide led African leaders to believe that the resolution of conflicts on the continent is primarily their responsibility. The Organisation of African Unity, as a key organisation unifying African states, was the best institutional instrument to ensure continental safety. However, the organisation faced several problems, so the Sirte Declaration on the establishment of the African Union was accepted in 1999 to replace the existing Organisation of African Unity. In 2002, the organisation's first official summit was held. The thesis examines the extent to which Rwandan genocide has influenced the development of the African Union, in particular on the issue of access to security and the concept of state sovereignty. Rwandan genocide is treated as an exogenous shock and a historical milestone, which has significantly influenced the thinking of changing the approach to conflict resolution and the concept of sovereignty. Orientalism reversed: Critical analysis of the African Court on Human and Peoples' Rights

This thesis uses the Critical theory to explore the history and functioning of African Court on Human and Peoples' Rights. This judicial institution was established in 1998. However, it did not rule any decision on the merits until 2013. All cases had been refused because it lacked the jurisdiction. Finally in 2013, two judgments were issued that solved the factual situation of applicants. Nevertheless, the danger still exists that the Court will function only if the states will allow it to do so. Such inactivity of the Court is firmly inconsistent with the intensity of human rights violations on the African continent. In the same way, it falsifies the presuppositions of liberal institutionalism that the international institutions should strengthen cooperation between states and contribute to the development of mutually interconnected areas: economic development, democracy and human rights protection. The thesis is an empirical case study which opposes the liberal-institutional ideas. It uses the Critical theory in narrow sense to show that those ideas played certain role in the establishment of the Court. Joint Africa-EU Strategy - comparison with other partnerships between the EU and African countries and reasons of approval

The core theme of this diploma thesis is the Joint Africa-EU Strategy. This treaty was signed by the EU and the African Union in 2007 in order to transform mutual relations, establish partnership and cooperation in several thematic areas. Considering the partnerships between EU and Sub-Saharan countries embedded in the Cotonou Agreement and the partnership between EU and North-African states incorporated in the Mediterranean partnership as well as in the EU Neighbourhood policy, this paper examines the role and reasons for creation of the new partnership. Guidance is provided by the theory of partnerships, which defines the basic characteristics of the type of international relations called this name. To the main conclusions of this work belongs that the new partnership has brought before all the broadening of cooperation in the security area and that the main motivations for conclusion of the treaty was influence in Africa from the side of the EU and strengthening of legitimacy and position and deepening of development cooperation from the side of the AU.
Stabilization Role of the European Union in Africa with Focus on the Military Missions

The master thesis is dedicated to the stabilization role of the European Union in Africa with focus on the military training missions in Somalia and Mali. The aim is to analyze and evaluate their prosperity and additionaly to draw conclusions about the future involvement of these types of missions in Africa, since the military missions with the civilian aspects seem to be the perspective way of the EU engagement in Africa. The thesis is also supported by the evaluation of the socioeconomic cooperation which is also crucial for the stabilization role of the EU in Africa.
African Court for Human and Peoples' Rights

The thesis deals with a relatively new institution established by the African Union -- The African Court on Human and Peoples' Rights. The aim of the thesis is to describe the institution's functions and activities. The first chapter describes a long process of creation and approvement of the document establishing the Court, and shows why the set-up of the Court took such a long time. The second chapter focuses on areas which the newly established institution had to solve -- a seat, funding, judge elections, main principles or a relationship with the African Commission on Human and Peoples' Rights. The third chapter concludes with a description of the process of submitting and hearing complaints, the list of cases which the Court settled and the issue of individual submissions. The chapter also mentions the first case of the Court - Michelot Yogogombaye v. The Republic of Senegal.
African union and its role in ensuring security and stability in Africa

My thesis analyses the opportunities and the efectivity of the African union by ensuring security and stability on the African continent. It reffers to the establishment of the organisation, its ideological basis, organs and mechnisms which were set up to fulfill its role as a guarantee of security in Africa. The thesis also shows the development of the relations between the AU and other African regional organisations so as the relations between the AU and the UN in the security area. It also analyses the positive and negative aspects of this mutual cooperation. The end of the thesis is dedicated to the concrete approach to the solution of the humanitarian crises in Darfur. It shows the cooperation with the UN in the form of a hybrid mission UNAMID and the challenges and problems which have to be currently faced by the mission.
